It's been a while since I updated this thread. Well here is what is going on.
The blast furnace is no longer going to be in HO scale (visit my n-scale steel mill complex; click link in signature) mainly because the only buidings my parents were able to win on e-bay was the rolling mill and I am just going to keep that for a future layout. I just bought the Blast furnace in N scale so I am going to start on a big steel mill module.
Here is what is going in place of the Steel Mill:
- Hoffa Cement Plant
- Armstrong Electric Motors (backround building)
- 2 Red Wing Flour Mills kitbashed into 1 long building
- United Petroleum Refinery
- Interstate Fuel & Oil
- Sub-Station

Do you actually have united petroleum refinery? i'm telling you right now, not to be discouraging, but i've been searching for some time for that kit,and it hasn't popped up anywhere. don't let me know where it is, lol, i'll give you a run for your money!
also, It may be better to stick with interstate fuel and oil. The reason being is it takes up less space than a refinery. Refineries are big bussiness on your steel mill scale. You';d also need some sort of tank farm, and all of that. most of this oil stuff is getting hard to come by, atleast for me. refineries need all sorts of space, and its just not the best choice for your layout unless you want to start removing lots of things.
Interstate fuel and oil is simple, and it doesn't take up to much space. it will also be easier to have prototypical car loads coming out of it. also, interstate is a reciever and local distributer of oil products. it would be odd to have it next to a refinery.
you should also add the tank car loading rack to your refinery if you choose to model it, and the truck loading platform. I have those to models, and i think you'd like them.
My personal take is either just interstate, or a refinery/tank farm with the loading tracks/structurs. just be warned again, refiniries are big. with all the other structures you want to add, you probably won't have any space.
