I guess it was limited to European prototypes. The Santa Fe ran "stack lifters" on all of their northern type locomotives. The lifter had what looked like and worked like a "scissor jack" on each side of the stack. It allowed the engineer to raise the stack to lift the exhaust over the top of the cab, but be able to lower it for clearance in tunnels and under low bridges.
