Order of building a layout?

I think I read this one a thread here but couldn't find it. It was talking about order from thinking to having finished a layout (or as finished as you can get. LOL) Can anyone point me to the right post or have your own suggestion?

Don't know about a thread, but here's how I do it. This assumes that the layout room is already prepared.
1.Plan
2.Benchwork
3.Backdrop
4.Roadbed
5.Track/wiring
6.Test with train
7.Weather track
8.Run train
9.Ballast
10.Run train
11.Buildings/lighting
12.Roads
13.Landscape/scenery
14.Run train
15.People/vehicles
16.Details
17.Run train
Numbers 11-13 can be done in a different order depending on your mood. Hope I haven't left anything out.
