Any one have problems with AH163AO and 1.5V lamps?

I put a DH163AO decoder in a Athearn SD70 with 1.5V lamps. I put a 680 ohm resistor in series with every lamp. I have 2 lamps on the headlights, 2 on the rear and two ditch lights on the front. The locomotive motor works but can't get any lights. I have tried factory resets and everything, but still no lights. Anyone have this problem? I have this set up in two of the same locomotives with the same results.

DO you have a switch programed to the lights. if not try setting up a switch on the control to work lights and see if it works. Just a thought
