Hopefully someone here will be able to help solve a mystery.

Does anyone know what this is?

I get the impression that it is some type of fuel tank. It is filled with wadding and there is a ferule on the end(Brass) that unscrews exposing a hole (Outlet, perhaps)

It is chrome with alluminium cap & top out of which extends the bent chrome tube.

any ideas?

yours could most likely be a fuel tank for a lantern or cooking device....
 
A few eons ago there were Coleman lanterns fueled with kerosene oil, to get them lit one had to fill a little cup under the generator with alcohol or some such thing , light it to warm the gen. so the kerosene would burn. I think this gizmo is the instrument for getting inside the chimney to fill said little cup.These lanterns gave an intense light (once you got them lit) a wicked heat. and sounded like a small jet .
