Hey Warren , welcome to THE GAUGE. I don't know where you can find tank car placards but I hand painted the ones that came with my models.

The only placards I know of are decals from Microscale. The # is 87 0228, "graffitti & plackards". They do not have the "codes", but are "generic" poison,flamable,dangerous,etc., and fit the placard diamonds in most tank car kits.
