Charlie, I always thought that it was a hammerhead RS3. A steam generator was jammed into the short hood, but the hood was too short vertically... so they raised the roof.
Doing a little research, I see that some rosters for WM list the 193 and 196 as RS3M's, but AFAIK, M implies a rebuild, like GB&W's, Conrail's, D&M's. Also AFAIK the WM RS3's came from Schenectady with the steam gennys.

See, now that's an RS3m... "m" for modified, in this case with an EMD 567.
the CNW had four of those engines like the WM posted, if i remember correctly they were acquired from the Pennsy, i could have swore i read those were factory made.
I read about these being factory made as well.

This unit was built by Alco-GE for the Pennsylvania Railroad in December 1953 and was delivered as PRR 8445. It is unique in that it has a raised short hood used to house the dynamic brakes and a steam generator for heating passenger cars. For obvious reasons it soon got the nickname "Hammer Head".
This unit is one of five RS3's equipped with both dynamic brakes and a steam generator. PRR 8445 was built especially for helper service between Emporium and Keating Summit, Pa., on the Harrisburg-Buffalo line. The steam generator was installed to permit the 8445 to protect the passenger schedules on the line between Emporium and Erie in the event of a failure by the normally-assigned E8's.

AHA! That's the missing piece of the puzzle! Dynamic brakes! The tall steam genny explanation wasn't sitting well with me... I knew I was forgetting something!:v8:

C&NW had RSD5 hammerheads... not so sure about RS3's.

Charlie, that's where Alco stuck 'em on early models. I believe the vent/louver to dissipate the heat was on top of the short hood along with the steam genny's exhaust.
All the dynamic brake really is is a big resistor grid. You blow air over it to cool it off... so all you need is space for a grid and a fan, and that's it. My guess is that on those early RS/RSD's there wasn't any spare room in the long hood for it. Once Alco raised the height of the long hood on later RS/RSD's, they could move the dynamics back over the generator above the cab.
