That is odd. I checked it (with both Google Chrome and Firefox) both before and after I posted the thread and it worked

When I clicked on the link through Firefox, it instantly downloaded it. I run the full Norton 360 package, and it did not flag the file. I think it is safe. Check for Malware, or the protection you have, you may have to uncheck these type of files.
