Looking around we find that The Barbed wire looks better than I thought it would, and the missile car & the Radioactive Waste car look great under Black Light

Well I guess it could be part of what used to be the early waring line or the old DEW line with Bomark missiles pointed over the north pole to the big bear. These were based in Canada at places like Northbay in the good old HOT days
