My idea would be for a car with an express car style door (high & wide enough) and mount a typical van/bus heavy duty pneumatic wheelchair lift in it. Then either have car connections to go to an observation car, or deck the original car out with observation windows. Load 'em up and away we go!

Another thing you could do would be to set up a computer with MS Trains on it that they could run. Would be even better of you had the Controller (can't think of the name right now) to go with it. Easy to set-up/tear-down. Not much wear and tear on the equipment and lets them get right into it...
