Railroads

I travel through defferant states, being on the road alot I see differant rail roads. When I was in Westminster MD, saw a number of coal hopper cars with the road letters LBR. Does any one know what rail road that stands for?
Plus does any one know what rail line goes through Westminster MD?

Those cars should be Lowville & Beaver River RR.Its a 10.9 mile short line..
