Mike: can we confirm, could you possibly mean 20 Volts instead of watts?
Are you measuring it with a load on (locomotives)?
I hear that the DCC signal cannot be reliably tested with a meter.

To start I echo what David said. Then I ask: Are you having trouble? Are your trains working? Is there anything other than the meter reading that makes you think there is a problem? The most likely thing is that there is nothing wrong at all!

Unless your meter reads RMS voltage it is probably reading too high.

Is the meter working ok?
Also is everything else working ok?
Is it just the meter that says it isn't working while the trains go around with no problem and do what you want them to do?

Just wondering
If it all works then I wouldn't worry about it too much.
