I wouold think you just connect them with the Loconet and select one to use as the command station. I believe both can be programmed to be just the booster. I don't remember all the Empire Builder specs but I guess its biggest advantage as a command station is more addresses. It doesn't read back cv's. I would make the Zephyr the command station and the Empire Builder a 5 amp booster. I think it's 5 amp.
