I checked Walthers and all they have is a water tower and some figures.

You could use the water tower and figures, a boxy building with lots of windows, and put a fench around it. That would at least show the general idea of a prison.

I've seen in movies that some prison buses look like the yellow U.S. school buses, just painted black.
Walthers for some time had a cross country bus painted "Sheriff" and made to look like a prisoner transport bus, with barred windows.
