Welcome to the Gauge first of all. The thing with that steep of grade, is that you will need a bit of a transition to it. (which will take up even more room!) I wouldn't go more than 3%. I think that you loose 50% of your pulling power for every 1% grade increase. (APPROX) So if your locomotive...

Around 70% of modern paper mills use recycled paper, so would those mills use noting but reclcled paper? Or do they still use woodchips or pulp?

I would also go with code 80 for your first layout. Far less problems getting things to run right on it.
