I had the same problem. My solution was to tack it down 1cm at a time with superglue, then go back over it with white glue.

I'm dreading the thought of making the framework for the unfinished sections. You'd almost have to soak the formers and stringers with superglue to get something like that to stand up to more than a whisper.
