You'll need to raise the point of hinge above the tracks so that they separate as the bridge hinges up.

After looking at the Strasburg website I'd say there's quite a bit more to do there. But I've been to Steamtown and I have to say, it's a polished operation.
I don't think you're going to find everything you need for $50. You'll need a micro camera, radio transmitter and receiver, and something to output to. I think the Train Buddy option is about as good as it's going to get, which is actually $67.48.
