Need info on 1993 LGB Short Flat car ?

Hi ALL!
I just found this weird LGB 1993 Short Flat Bed Car.
It has 1993 on the bottom, I'm assuming that's it's item #. It just seems incorrect.
It doesn't seem correct with the metal wheels .....and just what is it that sits on top ??
ANY ideas out there ?

Hello,

it seems to be the model LGB 40510 "Field train trailer with forklift".
That "sits" on top must be the holder for the forklift that seems to be missing.
