Yes, it is free.
You can get the older version (the last by the original developer) here:

The limited functionality is not an issue, because you use the free registration info further down the page. This version will run on pre-XP Windows. I use it, and have not loaded the newer version, which is open source, and can be found here:
http://www.xtrkcad.org
in both Windows XP and Linux flavors. My understanding is that there are a few improvements, and some changes to the menu structure. But I have not used it.

In any case, spend some time with the demo/tutorial. Then work with it for a while. If it is still giving you trouble, work the demo again, it will make more sense the second time around. It is not totally intuitive, but it gets pretty easy with practice, and the price is most definitely right.
