Does anyone know of anywhere on the web a person can download track plans?
Free is good but am willing to pay.

First, it looks like you posted in the wrong section maybe the moderator will transfer your thread to the Track Planning for the Future section.

First, I would suggest to surf the website of N scale tracks manufacturers, such as Atlas and Kato.
They have a section dedicated to tracks plans.
