This may be the wrong place to post this, but at a train show I saw a fire engine come out of the fire station lights flashing (LED's) and return through the back of the station, Qestion, is how do I do this?

There are a number of ways...

Could be on a track of some sort like a slot car racer.

Could have a magnet running on a track just below the surface (although then the lights would have to be powered with on-board battery(-ies).

If it is a circular path, the section of road it travels on could rotate, with the fire engine actually fixed in place.
