Seriously, there are several articles in modelrailroader, and other mags, that have mentioned it...i would suggest a scenery book from kalmback; the name is something like "scenery tips and techniques"

You can also get ground up marble powder in craft stores. I little bit sifted over plaster will give your snow a bit of the "sparkle" that is found on the real thing.
