looking for ideas - making century plants

I will have a need for a few of these on my layout:

anyone have ideas on how to make a few in HO scale? I'll probably want arund two dozen. Because of some past experiences with critters, I prefer to stay away from natural materials. I think the "stalk" can be made with wire armatures, but the base...??

I've got a book called Scenery and Techniques from Model Railroader that suggests a wire or twig stalk and a base made by cutting off the the ends of the plastic pine needle clusters from X-mas decorations for a century plant. Tis the season, so you might scour the dollar stores. The photo in the book looks like a close approximation to me...

Hmmmm, watcha doing with that century plant on the layout????? Plant enough of them and a distillery will pop up! Century plants are in the Agavi family....
