On Lionel engines is the speed control (Odyssey System) part of the TMCC or Rail Sounds? The MTH book says there speed control is part of the Proto-Sound 2.0 but the Lionel book is not so clear. Or is it only on select models in the Lionel line?

I believe that in Lionel the speed control is only with Odyssey Systems.

All MTH PS-2 engines has speed control. It works great with DCS and OK with convention control.

The earlier TMCC systems don't have Odyssey, but this is not a big loss IMO- Lionel's speed control system is more of a liability than an asset, and makes engines equipped with it difficult at best to lash up.

The newer Lionel engines have an ON/OFF switch for the Odyssey, which makes it much easier to lash up with older non-Odyssey locos.
