It is indeed a pickup unit for power to a loco or car. I've used these with GREAT effect on my MDC Shay as they fit nicely behind the side-frames on the trucks, and the wire is almost invisible as it rubs the back of the wheels.

The are #4898 and #4066, both of which have been discontinued.

Yes, Precision Scale is here in MT. Stevensville, to be exact. Stevensville is in western MT, north of Hamilton and south of Missoula. Oh well, so much for trying to keep up with things in MT. I see from a previous post that they moved to Victor. That's about a five mile move. We're such a fast movin' state. Expectin' to get telephones here any time now.
