Does anybody know or have any experience in making homemade fail safe systems?

I'm planning to build a scratch RC submarine and need one.

    Thanks

As cheap as failsafes are getting, you might as well buy one already built. One from Dynamite or RAm are available for under $30.00 .

In case of signal loss, you could blow the tanks and make the sub emerge.

Check some of the bigger boards (radiocontrolzone, rcuniverse) and ebay for some good deals on used failsafes. Buying used can save you quite a bit of $$
