No, it's not a safe place- you have to use common sense and simple precautions. Don't walk on tracks, don't drive around barriers at crossings, Stop, Look and Listen! (Remember that campaign?). We've lived with railroads for 200 years and we can continue to if we can behave above the level of a dumb animal. Having sex on the tracks? I'm sorry people had to die, and I hope that no one is too offended, but that's one conception that didn't need to happen.

Up in Salt Lake a lady stopped on the tracks when the gates started to come down, fortunately she came to her senses enough that she got far enough off the tracks that the FrontRunner only clipped her car, but still, if she wouldn't have panicked she would have been fine.
