WM was known for keeping their locomotives clean and shiney, they even washed them weekly and from what I have been told even waxed them! This was up until the merger with the B&O/C&O and after that they got a bit on the grimey side.

Needless to say and to answer your question, I would use a gloss black then a final clear coat to give you a satin finish.

Judging by pictures I would say standard black.

Apologies Dean, but I can not let that past. :D You see the C&O controlled the B&O and the B&O controlled the WM The mergers would not take place until the formation of CSX in 1980...B&O and C&O did acquired full control in 1967 of the WM. WM went into Chessie System in 1973, and B&O formally merged WM on May 1, 1983 .. :D
More: On April 30, 1987, B&O was merged into Chesapeake & Ohio, by then a subsidiary of CSX... Then finally on August 31, 1987 the C&O was merged into the CSX... :(
