You could use Spray Starch. You lay the fabric over a piece of paper that you have shaped to form the cape curves. Spray the starch, let it dry, and the cape will be material, but stiff. :)

You could also use tissue used in free flight model airplanes. I use it over wood on WWI models and it gives a great fabric look. Shape then harden with your favorite hardening chemical. Very light weight.

Clear coat it afterwards, Use a Satin Clear coat. That will stop any growth, do it is misting passes, once it dries, do some hard passes. The Satin Clear coat will accentuate the material, and sheen properly. :)
