the biggest concern in using an H.O. scale power pack is having good speed control. Any of the "knob type" packs using capacitance control will be fine [like the MRC tech series].
the rheostat types [usually a swinging lever, but some use knobs] may not offer fine enough control between slow...
i am using a "swing down" bridge for my around the room layout which is shoulder height from the floor.
this is a piece of 5ft long plywood with a stiffener [think T girder].
hinged on one end, swings down to the floor.
now two feet of this "swing down" runs UNDERNEATH the shelf layout...
the 3/4 over 1/4 ply should be fine if you do not have a lot of humidity in the train area.
i would be a little concerned about the 1/4 ply warping over time with the humidity. but if you are securing it tight to the framework that should not be much of an issue.

you can have one powered locomotive, and the rest as dummy [non-motored]. A-B type units are commonly sold this way.
another thing you can try is to wire a resistor into the motor circuit on the faster locomotive to slow it down.

i have seen this using small LEDs pointing straight out the back.
they drill the hole smaller than the led, so it only shows the curve of the top of the led.
this would not work for the side marker types though.
