It's from 'Simon and the Land of Chalk Drawings (hopefully the one's narrated by Mr Dress-up)
I can remember watching those about 7 or 8 years ago with my then 'lttle man' on one of the kid's only TV channels.
I believe it is a Canadian version of a British created cartoon series.

They did an Americanized version of Simon on Captain Kangaroo when I was a kid.
There is also a newer version out now.

"Won't you take me take me take me over, climb the ladder with you" is what I remember from the theme song. Also, with the British version of the show that we saw in Canada (TVO or CBC?) it was always "droarings"... ;) :D
