The man wiff no eye-dear hit the nail on the head. Canadian railways are installing those things at every remote turnout and a number of hand ops as well.
The long tube goes up and supplies a couple of square tubes that blow hot air directly on and between the points.

I have noticed them into chicago . first i saw a gas meter like the coke ones in the basement ,then the rest of the unit .nice units though .
